Blue Cluster is an interdisciplinary ecosystem built with a dual-structured innovation engine designed to bridge the 'Valley of Death' in the water and maritime sector.
We leverage the Blue Institute to scout talent and de-risk early science and innovator ideas, while Blue Innovation Labs, in conjunction with TechPlace, provides the industrial assets at Brunswick Landing and Coastal Maine to ruggedize and scale dual-use solutions for our Blue Planet and a unified Blue England.

Curated for impact: The Blue Dozen, the Blue Excelerator's sixth cohort, are selected based on a unique synergy between mentor expertise and startup requirements, ensuring every solution directly addresses a critical need within and beyond the North Atlantic Blue Economy Corridor.
The Blue Trident serves as our proprietary model for escalating regional innovation, anchoring economic prosperity in resilient, future-ready solutions.
We recognize that the next maritime breakthrough is as likely to come from a university lab as it is from a founder’s garage. Our mission is to meet these innovators where they are and provide the structure to move them toward industrial deployment.
Prong 1: Community & Workforce Engagement
The Foundation: We believe in the power of the "Garage Innovator." Through student engagement, community partnerships, and workforce development, we cultivate a local culture of BlueTech curiosity. This is where we bridge the gap between high-potential ideas and professional incubation.
Prong 2: Blue Vector (TRL 4-7)
The Mid-Piece: Focused on technical validation and prototyping. We take raw, early-stage breakthroughs and provide the rigorous support needed to de-risk technology for pilot deployments in the North Atlantic.
Prong 3: Blue Meridian (TRL 7-9)
The Horizon: Focused on commercial scale and federal procurement. We embed these "graduated" technologies into the regional supply chain and federal pipelines (Navy/DOE), ensuring long-term industrial stability.
The Blue Trident Strategy: From Garage to Industrial Scale
One Pipeline. Three Prongs. Total Integration.
How we deliver the Trident: Our pipeline is powered by two distinct, proven delivery models:
- The Blue Incubator: Our legacy 1–3 year deep-tech residency for long-term maturation and "Valley of Death" survival.
- The Blue Excelerator (BX): Our 12-week advanced topics 'sprint' for tactical pilot/prototyping, business scaling and investor readiness.
Whether a startup enters through a BX cohort or an Incubator residency, they are moving through the Blue Trident toward commercial escalation.*
The Evolution of our Blue Tech Pipeline
Deep-Tech Incubation. Long-Term Escalation. The North Atlantic Blue Economy Corridor requires more than just a quick sprint. Since our inception, the Blue Incubator has operated on a high-touch, one-to-three-year commitment model, ensuring our startups move beyond the "valley of death" into sustainable operations. To better serve the Corridor, our programming has evolved into a hybrid, multi-tier pipeline focused on specific TRL milestones.
Upcoming Application Window: May 4th – July 30th
We are seeking the next generation of innovators for our new Cohort kickoff in Fall 2026.
Note: In keeping with our legacy of deep support, selection requires a minimum one-year commitment to ensure successful technical escalation.
Blue Vector (TRL 4-7) | 10 Openings
The Mid-Piece: Focused on technical validation, prototyping, and preparing for pilot deployments.
Blue Meridian (TRL 7-9) | 8 Openings
The Horizon: Focused on commercial scale, federal procurement (Navy/DOE), and industrial integration.
Below is the portfolio of innovators who have moved through our Blue Excelerator BX (12-week advanced topics accelerator) cohorts and our Blue Incubator (1–3 year residency).
Our portfolio is strategically categorized into four critical water and maritime verticals:
Vertical 1: Robotics, Sensors & Autonomous Systems
Vertical 2: Water Resources & Environmental Remediation
Vertical 3: Infrastructure, Energy & Logistics
Vertical 4: Regenerative Bio & Aquaculture

A global network with a North Atlantic heart. Our portfolio includes over 80 innovators (and counting) across the BlueTech spectrum—from the 'Garage to the Industrial Scale.
*Escalator is a term to describe the on-ramp and bridge needed to traverse "the Valley of Death." The term was coined by Fady Saad, General Partner at Cybernetix Ventures, Co-Founder of MassRobotics, and an early Blue Innovation Labs/ Blue Incubator Advisor.
Headquarters: TechPlace at Brunswick Landing, 74 Orion St., Office 115, Brunswick, Maine 04011
and at the historic Fitzgerald Shipyard on Boston Harbor
